Will you accept patches to treat STICKY in the same way as _NET_CURRENT_DESKTOP
being -1?  It has been the very long established way for multiple programs such
as conky to appear across all deskop's. The fact this doesn't work leads to
people needing to google for random long drawn out fixes and provides a
horrible user experience. It is far simpler for me to add support for
"_NET_WM_STATE_STICKY" to kwin then it is to add "_NET_CURRENT_DESKTOP=-1"
which is outside the standard to all the programs i've used that already
support the well established standard of "_NET_WM_STATE_STICKY"

I am happy to do the work to implement this feature.
