This is a follow-up to https://bugs.kde.org/show_bug.cgi?id=516403 and the idea
in the merge request message of
https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/6343 (see
"Note:").

I would like to request that there is a clear indication from Klipper of the
presence of secrets in the clipboard, even if they are not stored in the
Klipper history (persistent or otherwise).

As of right now, the Klipper tray icon not being visible if configured to only
be "Shown when relevant" is equivalent to Klipper history being empty is
equivalent to the clipboard being empty, EXCEPT for when secrets are involved:
they may be present in the clipboard without any indication from Klipper. This
is inconsistent and may lead to accidental unintended paste of secrets.
