SUMMARY
https://discuss.kde.org/t/monitor-issues-when-monitor-has-been-off-and-turns-on-again/44863
There is a bug with turning off and on a monitor with high refresh rate that
causes the screen to flicker to an off state. In the thread I posted a video
how it looks, https://www.youtube.com/watch?v=5J3_M7FMBQM.
Thanks to the community I was able to confirm that the bug is only present when
I have high refresh rate on as I could not reproduce it when I changed to 60hz.
STEPS TO REPRODUCE
1. Have 240hz on.
2. Turn off the monitor. Turn it back on.
3. The screen will flicker, change HDR settings, resolution or refresh rate to
stop the flickering, you can change back to the original settings afterwards.
