The minimize notification button does not follow the rotation of the panel
STEPS TO REPRODUCE
1. Set your panel to a position other than the bottom of the screen.
2. Download anything, preferably a larger file or over a slower network (or
both)
OBSERVED RESULT
The arrow still points down
EXPECTED RESULT
The arrow to rotate in accordance to the panel
