I'm not sure if this should go for kwin or other place.

Actual minimum brightness is to low for OLED panels making them near to
blackout.

When the brightness is less than 1% systemd will raise it to that value (5%
actually till the actual version in rc is adopted). This 1% percept value was
choice as a minimum safe for IPS and OLED panels. The main idea for this is to
prevent soft bricks because someone was playing through sysfs or the user
environment allow excessive lower values and the device lacks hardware keys or
buttons to change the brightness.

Could be interesting that KDE also matches at least 1% as minimum value as
values lower than that won't persist the next boot.

If KDE group really thinks that even a lower value than 1% in systemd github is
possible to open a debate for that. If you think is better a value higher than
1% systemd won't affect at all.
