It is not exactly what it does. If you have split view in your tab, it won't have the split view in that sense that's not a duplication. Also "New tab" is also accurate even if that is a duplication. "New" is in wording more straightforward and common wording among apps that have tabs. Dolphin has just the effect of not supporting "empty" tabs, it needs some content (contrary to say a web browser) and opening a same folder in dolphin is very cheap CPU and memory wise.
