SUMMARY
Can reproduce with these non-KDE Qt apps:
picard tag editor
smplayer video player
audacious music player
strawberry music player
STEPS TO REPRODUCE
1. trigger the folder selector a non-KDE Qt app - its Places panel is too
narrow
2. try to resize the Places panel of the folder selector - the Places panel is
not properly resized, and the layout of the folder selector breaks

OBSERVED RESULT
The Places panel of the folder selector is too narrow on opening, and cannot be
properly resized. Please watch the attached screen recording.
EXPECTED RESULT
places panel with proper size on opening, and we are able to resize it properly
