Blur/refraction effect not following the panel going from floating to docked
SUMMARY
When switching from one blur effect to another, the previous blur effect isn't
properly unloaded and "lingers" behind floating panels when they dock an
approaching window.
STEPS TO REPRODUCE
1. have the blur effect active
2. tick the box of a different blur effect (i.e. Better Blur DX)
3. untick the box of the stock blur effect
4. click apply
5. approach a floating panel with a window in order to dock it, the blur effect
does not follow the panel
OBSERVED RESULT
The blur effect stays in place, even though the panel has moved.
EXPECTED RESULT
The blur effect follows the panel and stays within its boundaries.

ADDITIONAL INFORMATION
A workaround is to not have any blur effects active, click apply, then enable
the desired blur effect. I talked to the developer of Better Blur DX and it was
suggested that it probably has to do with the way Plasma un/loads blur effects.
So I'm bringing it upstream for further inspection.
