I am experiencing the same issue. On my system "plasma-dolphin.service" is not
started automatically and I suspect this might be the issue.

On my system the problem can be worked around *temporarily* (for the currently
running desktop session) by issuing the following command right after logging
in:

systemctl --user start plasma-dolphin.service

If plasma-dolphin.service is started this way it properly claims the
FileManager1 DBus interface. So for me the question is: why is this user
service not started automatically after logging in? Shouldn't it be somehow
pulled in by plasma-workspace.target?
