STEPS TO REPRODUCE
1. Open any widget settings (e.g., Digital Clock or Minimize All) on the panel. 
2. Go to the "Keyboard Shortcuts" section.
3. Assign a shortcut using a Cyrillic letter (e.g., Meta + Б or Meta + Ф while
using a Russian layout). 
4. Observe that the shortcut is correctly saved in
~/.config/kglobalshortcutsrc. 
5. Try to trigger the shortcut on any keyboard layout.

OBSERVED RESULT
The shortcut does not trigger at all. However, if the same physical key is
assigned as Meta + M (using English layout), it works globally across all
layouts.

EXPECTED RESULT
Shortcuts assigned with non-Latin characters should be triggerable, ideally by
mapping them to the physical key position to remain layout-independent.
