On Plasma 6.2.2, Qt 6.10.2, no panels were restored after restoring a saved
global theme
After going into edit mode and adding a default panel, the former panels were
restored but all to the primary display. One of them looks like a bigger
version of one I had on the bottom. See attached screenshot plasma-6.6.2-panels

Clearly, panels are not being restored properly.

1. I had panels on the top and bottom of 2 displays
2. Saved the Global Theme with a new name
3. Chose that theme and applied, checking both Appearance and Desktop and
Window Layout
4. Clicked Apply
Result - no more panels

5. Went into edit mode, added a default panel
Result - Panel from the top on primary display was restored to the correct
position.
All other panels were placed at the bottom of the primary display, on top of
each other

6. Went back into edit mode
Result - Panels at the bottom were displayed in separate rows, so you can see
them all, but they stack again when exiting edit mode

Confirmed on Plasma built from git-master
