STEPS TO REPRODUCE
1. Have a bunch of apps pinned to your Task Manager
2. Restart Plasma with systemctl restart --user plasma-plasmashell.service
OBSERVED RESULT
Some pinned Task Manager icons have moved. Clicking them generally moves them
back to the correct places. However many open windows minimize to the wrong
icons.
Opening Spectacle once resolves both issues. Somehow this triggers an internal
reset that sets things right.
EXPECTED RESULT
- Pinned Task Manager icons stay where they were
- Windows minimize into the correct icons

ADDITIONAL INFORMATION
Seems to have more frequently with a vertical panel, but I can reproduce the
issue some of the time with a horizontal panel too.
I've been intermittently experiencing this for years across multiple OSs, and
always chalked it up to some old stale config files.
But I re-installed my system a week ago and reconfigured stuff from scratch and
it's still happening, so that's not the cause.
