Hi John,

I've observed what appear to be two distinct issues on my Debian 13 system,
both pointing to a broken update trigger:

1. The Core Bug: Even with "Update applications: Automatically" and "Apply
system updates: After restarting" enabled, the process never triggers by
itself. I still have to manually open Discover and click "Update All".

2. A Secondary Failure: When I right-click the tray icon, I see an "Update..."
option. Clicking this directly from the tray does absolutely nothing. No
process starts, and no notification appears. 

This suggests a broader failure in the update execution chain. Not only is the
"Automatic" policy failing to fire, but even a direct manual command from the
tray applet is unresponsive. It seems the connection between these UI elements
and the actual update service is completely non-functional for any
non-GUI-mediated interaction.
