Provided weather stations for London after waking from hibernation

SUMMARY
Weather widget consistently works fine after a reboot, however once the PC is
awoken from hibernation then "Unable to load weather forecast" is shown. When
in this state, my selected weather station is no longer available; I'm using
the BBC weather data as it's the only one to supply my region and all BBC
regions are no longer available for selection. For comparison (choosing London
for instance), the options I get are a  Canadian service, NOAA and a German
weather service, the BBC appears to be no longer reachable.

The weather plasmoid is similarly affected, I assume they're using the same
underlying libraries.

STEPS TO REPRODUCE
1.  Run weather widget at startup and select a BBC forecast
2.  Put PC into hibernation
3.  Awake from hibernation

OBSERVED RESULT
The weather widget now shows a "?" and trying to select the region again fails
dues to lack of BBC weather forecasts in the list of results.

EXPECTED RESULT
Weather forecast continues to display after awaking from hibernation.
