SUMMARY
Selecting many icons on the desktop causes stuttering.
STEPS TO REPRODUCE
1. Add a bunch of icons in the desktop
2. Try to select them all in one single mouse drag
3. Perceive stutter

A lot of stuttering

No stuttering

ADDITIONAL INFORMATION
This happens on AMD and INTEL gpus too.
Dolphin does not exhibit such stuttering on drag to select.
