I also experience this issue on 
Ubuntu 25.10 (Wayland)
Dolphin 25.08.1
Qt 6.9.2
KDE Framework 6.17.0

For a more deterministic reproduction, appending the bytes [0xEF, 0xBB, 0xBF]
to a filename will cause this same issue. It seems to me that when an action is
taken on a file named with invalid UTF-8, the invalid bytes are trimmed from
the path. This affects deletion, renaming, and context actions like "open
with". These issues do not affect the command line, although it is difficult to
actually type or see those bytes save for copy and paste.
