SUMMARY
As the title says, if you have a vertical panel, then the tooltips of
applications will appear shifted up rather than in the center of the icon
STEPS TO REPRODUCE
1. Put a vertical panel
2. Hover over an icon
OBSERVED RESULT
Tooltips appear shifted up and not in the center of the highlighted icon
EXPECTED RESULT
Tooltips appear alligned in the center of the highlighted icon
