After dealing with this for a while longer on both Fedora and Gentoo, I have some more observations on this. When restarting the computer or logging in, everything works as expected. But at some point there is some trigger for the bug that creates various issues that often persist until a restart. I believe these are connected to the same underlying issue because they seem to be triggered together: - The taskbar and application launcher becomes permanently unresponsive to pen inputs - Various applications like Dolphin, Kwrite, Strawberry, AnyType and SourceGit become permanently unresponsive to pen inputs - Other applications like Blender and Firefox become temporarily unresponsive to pen inputs after switching to them, and the cursor style is no longer updating. Windows can still be resized and moved but no input within the window is doing anything. Lifting the pen and putting it back down temporarily fixes the issue. - The desktop itself becomes unresponsive to pen inputs. This is usually noticeable because click and dragging no longer creates box selections. - While using a Display Tablet (Cintiq 16 Pro) there's another issue. When making the pen tablet cursor "Follow the Current Screen" in the system settings, it can happen that the cursor disappears entirely when the active screen is not the same as the tablet screen.
