SUMMARY
When tab scrolling is disabled (in Kate settings, Behavior, Tabs), scrolling
with the mouse wheel over the tabs will still switch tabs. Unless I'm
misunderstanding the purpose of the setting, it seems broken.
STEPS TO REPRODUCE
1. With the default settings (tab scrolling enabled), test the functionality by
scrolling over the tab bar. It should work.
1. Go to Kate settings and disable tab scrolling.
2. Restart (to make sure it's reloaded).
3. Test tab scrolling again. It should work same as in step 1.
OBSERVED RESULT
With tab scrolling disabled, you can still scroll over the tab bar to quickly
switch tabs.
EXPECTED RESULT
It should not do anything when the setting is disabled.
