STEPS TO REPRODUCE
Hold a click on the unoccupied space and drag it up and down.
OBSERVED RESULT
The scrollbar's highlight effect isn't working properly.
EXPECTED RESULT
The scrollbar should be highlighted as it normally is when clicked directly.
