SUMMARY
The Clear All Notifications button does not remove notifications currently
shown.
STEPS TO REPRODUCE
1. `for i in $(seq 0 100); do notify-send --urgency=critical "Hello, world";
sleep 1; done`
2. Go make coffee and come back
3. Be overwhelmed by notifications that don't go away with time
4. Open up the Notifications list and press the Clear All Notifications button
OBSERVED RESULT
The history alone is cleared.
EXPECTED RESULT
All notifications are cleared, including active notifications currently
visible.

ADDITIONAL INFORMATION
I ended up doing`plasmashell --replace` to clear the several dozens of
notifications I had. I couldn't find any other way. Their popup windows were of
varying size too so I could not just keep the cursor in one spot and spam click
to hit the closing X.
