SUMMARY
The clock on the login screen shows American 12-hour time despite the system
being set to a 24-hour locale. This happens even when both system language and
time format are set to a locale that uses 24-hour time in system settings
(en_GB.UTF-8, British English, in my case). Also, specifically for Arch Linux,
/etc/locale.conf contains LANG=en_GB.UTF-8 which is a 24-hour format and
locale-gen has been run and the system has been rebooted.
NOTE: This issue does not affect the lock screen. The time format on the lock
screen is correct, but it's incorrect on Plasma login.
STEPS TO REPRODUCE
1. Set system language and time format to any locale that uses 24-hour time in
system settings, e.g. en_GB.UTF-8 - British English
2. If applicable, make sure that your distros internal locale settings are also
set to the same locale. E.g. LANG=en_GB.UTF-8 in /etc/locale.conf, uncomment
the locale in /etc/locale.gen then run sudo locale-gen on Arch.
3. Perform system settings > login screen > apply Plasma settings.
4. Reboot.
OBSERVED RESULT
plasma-login-manager shows 12-hour time format despite system locales being
setup for 24-hour time.
EXPECTED RESULT
plasma-login-manager should show 24-hour time when such locales are configured.
