I did some further testing. I did a clean reinstall of flatpak gwenview, after
removing any old data, etc. I also removed /home access. 
I then opened a file ->
closed gwenview ->
reopened gwenview ->
recently opened -> 
was able to reopen the file. 

However:
after a reboot of the system, I get the error again "could not open file
/run/user/1000/doc/1099b545/mybestfile.jpg"
