SUMMARY
When importing a CSV file, a popular Windows 1250 encoding page for Central
European languages is missing. Upon inspecting the CSV importer code, I see
kmm_codec.cpp's nameToMib() is missing the window* IANA encodings:

Note that this is a regression, it used to work fine before that change.

1. Try to import a CSV file
OBSERVED RESULT
See windows-12xx encodings are missing on the list
EXPECTED RESULT
All IANA encodings should be listed.
