It clips out of Border at smaller heights and sticks to the top at larger
heights

2. Enable the Widget "Activity Bar"
3. Change Panel Height
OBSERVED RESULT
Widget clips out of panel or sticks to the top
EXPECTED RESULT
Widget resizes to fit the panel at all heights
