I believe it was already present at the start of Plasma 6, although I do remember it working at some point, possibly in Plasma 5 (or maybe I’m misremembering). It’s quite inconvenient in practice, especially when sharing files, since the dialog buttons become hard to distinguish (see "Missing icons in Nextcloud dolphin integration" attached). Besides that, it gives a rough first impression when trying KDE with the Nextcloud client, which is a fairly common choice I guess for people moving away from proprietary setups like Windows + Google Drive.
