NO,  BLUR IS NOT  OK, I AM USING A LOW END_COMPUTER, it may be a work around,
but it is not a proper fix.

... IT IS 100 percent a bug.

Maybe it is that the start menu does not respect the settings?  Why would it do
opacity if I have it turned off,  I want it not even on my system, not even
possible.
