STEPS TO REPRODUCE
1. Have the Desktop scrollbar active.
2. Have an item with part of it underneath the scrollbar.
3. Drag the part of scrollbar in front of the item.
OBSERVED RESULT
The scrollbar and the item are dragged.
EXPECTED RESULT
Only the scrollbar should be dragged.
