STEPS TO REPRODUCE
1. With an auto-hide Panel, click on the Application Launcher's icon, then
click it again.
2. Open a full screen app.
3. Repeat the first step.
OBSERVED RESULT
Without a full screen app, the focus is transferred to the auto-hide Panel
With a full screen app, the auto-hide Panel hides when the Application Launcher
is closed.
EXPECTED RESULT
Either always hide the Panel when the Application Launcher is closer, or
transfer focus to the panel.
(I prefer the second option.)
