An xdg directory exists for wallpapers ( `/usr/share/wallpapers` &
`~/.local/share/wallpapers`) but for avatars/user pictures there seems to be
only `/usr/share/plasma/avatars/` which is tied to plasma.
STEPS TO REPRODUCE
1. Try to store user avatars in a standardized directory like wallpapers
Proposed solution: A standard directory just like wallpapers maybe
/usr/share/avatars ~/.local/share/avatars (and add it to the avatar picker in
kde settings)
