I need to explore how > merging happens. On a Tumbleweed installation, checking `rpm -qf /usr/etc/login.defs` gives `login_defs-4.19.4-1.2.noarch`. With `zypper info login_defs` shadow is revealed as the culprit. The spec is therefore at https://build.opensuse.org/projects/openSUSE:Factory/packages/shadow/files/shadow.spec?expand=1 I have opened a bug to update the documentation [1].
