DESCRIPTION
When hovering the mouse cursor over the "Clear search" button, the tooltip
starts flickering if no matching search results are found. Tooltips also
overlap the buttons, making them difficult or impossible to click. If matching
results are present, tooltips are displayed correctly.

STEPS TO REPRODUCE
Open the search and launcher bar
Enter a random set of characters into the search field
Hover the mouse cursor over the "Clear search" button
OBSERVED RESULT
The tooltip flickers, the button becomes difficult to click, and other tooltips
overlap the buttons.
EXPECTED RESULT
The tooltip does not flicker and does not overlap or block the button.

ADDITIONAL INFORMATION
The issue only occurs when there are no matching search results. If search
results are available, tooltips behave correctly.
