DESCRIPTION
As a user , i want to not turn off screen when locked. Just like the comment in
https://invent.kde.org/plasma/powerdevil/-/blob/55c158f0e4733e205db7b66a792b67105f412912/kcm/ui/ProfileConfig.qml#L550.
Rationale
Why i need "Never" turn off screen when locked?
My laptop is sometime buggy when turning screen on after turning off
(freeze/unresponsive/kernel panic/failed to turn on again/etc..). so i hope i
could have a lock screen after some inactive period for privacy, but don't want
to turn it off to prevent the buggy state.
Currently, i can set set "never" to the option for unlocked situation and
locked: `when locked and unlocked`, however i need to manually lock the screen.
OBSERVED RESULT
There's no option in System settings -> Power Management -> Turn off screen
when locked: for never unless you set "never" to the option for unlocked
situation. and then you can set “when locked and unlocked" to achieve the goal.
EXPECTED RESULT
There's a option in System settings -> Power Management -> Turn off screen when
locked: Never
