Below cases are reproducible in my machine; those cases make the screenshot not saving to clipboard (mine is klipper, but I tested it happens to copyq to). 1. Set the desktop to any other wallpaper than plain color --> Screenshot. 2. Set the desktop to any other wallpaper than plain color --> Put any windows in front of it --> Do rectangle selection with the rectangle borders go past the window border --> Screenshot. Note: If the rectangle borders cut through the window, the the screenshot will success. 3. Set the desktop to any other wallpaper than plain color --> Put a terminal in front of it (mine is konsole) --> Set the terminal to have any transparency --> Do rectangle selection with the rectangle borders (doesn't matter it it cuts through or not) --> Screenshot. Note: If after this I immediately change the transparency to zero, and screenshot again while paying attention to Note in 2., it'll success.
