output of "kscreen-doctor -o"
There is a mega-thread regarding this issue (I think so):
https://bugs.kde.org/show_bug.cgi?id=485927
DESCRIPTION
While navigating through panel applets, such as the Application Launcher
("Applications" and "Places"), Notification panel, Audio Volume ("Devices" and
"Programs"), Networks etc. animations appear capped at 60Hz. On X11, these
animations correctly match the monitor's refresh rate.
Furthermore, the Overview animation only matches the monitor's refresh rate
when a single monitor is enabled. With a dual-monitor setup, it caps at 60Hz
again (possibly syncing to the lower refresh rate of the second monitor).
Additionally, when Adaptive Sync is set to "Automatic" or "Always", the cursor
speed is limited to 60 FPS during full-screen video playback or when using
Spectacle. With Adaptive Sync disabled, the cursor matches the monitor's
refresh rate. I suspect these issues might be related, though I am unsure if
this is worth a separate bug report.
STEPS TO REPRODUCE
1. Open any panel applet (Application Launcher, Networks etc.) and navigate
between options/tabs.
2. Connect two monitors with different refresh rates and trigger the Overview
effect.
OBSERVED RESULT
Animations and/or cursor movement do not match the primary monitor's high
refresh rate (capped at 60Hz).
EXPECTED RESULT
Animations and cursor movement should match the monitor's refresh rate,
regardless of the number of connected displays or Adaptive Sync settings.
