Issue in System Settings
STEPS TO REPRODUCE
1. Trigger the tooltip of the delete button.
2. Hover over the sample's sprite.
OBSERVED RESULT
The samples only checks if the cursor got in there or got out, and because all
tooltips are tangible, intentional or not, it can make users accidentally cause
this issue, giving them a seemingly glitchy experience.
EXPECTED RESULT
The cursor themes should check for the cursor position at all times.
