Sunrise and sunset can still be used, even when the GeoClue service is
unavailable (at least in 6.6.4 and later)

If you go to the settings next to switching times, this brings up "Day-Night
Cycle"
The user has a couple of options if sunrise and sunset can't be determined
automatically

1. "Determine sunrise and sunset times: Using custom times"
2. Use manual location

Also, the next now indicates the system will fallback to using GeoIP if
GeoClue2 is not available

Greying out Sunrise and sunset would disable functionality the user can still
use, so this would be a degradation of the user experience
