STEPS TO REPRODUCE
Wheel-click on Dolphin's icon on the Panel.
OBSERVED RESULT
Doing that can only open new instances, and it's not configurable.
EXPECTED RESULT
Being able to make it so wheel-clicking Dolphin's icon on the Panel opens a new
tab.
