This s likely a small bug in the Task Manager: it doesn't notice immediately;
only after something window-related is re-evaluated. Not sure how high of a
priority this is though, since it's quite an unusual use case that only seems
to be triggered here.

None, just let it be a normal window. :)

Sure, but that doesn't require making the newly-created window a dialog.
Presumably the extension can disable any window chrome it wants.
