DESCRIPTION
Activity Bar widget is placed in panel. When rebooting or on startup the widget
becomes unresponsive to clicks, and the text of the bar shifts to the top of
the panel rather than being centered. I need to remove the widget and place it
back for it to work again.

STEPS TO REPRODUCE
1. Add activity pager to panel.
2. Reboot.
3. Bug occurs.

OBSERVED RESULT
Text becomes vertically offset to the top of the panel, and becomes
unresponsive to left clicks to switch activities. observed on 2 different
machines.

EXPECTED RESULT
widget is expected to work as normal. text is centered vertically in panel and
is responsive to clicks to switch activities.
