DESCRIPTION
If a Qt6 window has a modal popup window, clicking the parent part of the
window brings focus to the windows but it doesn't bring the windows to the top,
still covered by other windows. Clicking the title bar area or clicking the
child popup window actually brings the windows to the top. This is specific to
Qt6 windows as Qt5 correctly brings the windows to the top.

STEPS TO REPRODUCE
1. Launch a Qt6 app. ex) Dolphin
2. Within the app, open up a modal popup window. ex) new folder dialog
3. Outside the app, move another window so it covers part of the Qt6 app.
4. Click inside the parent area of the Qt6 app. (excluding the popup or title
bar)

OBSERVED RESULT
The Qt6 app gets focused but doesn't get brought to the top, still covered by
the other window.

EXPECTED RESULT
The Qt6 app gets focused and brought to the top.

ADDITIONAL INFORMATION
Also tested with KDE neon 260514, still showing the same behavior.
Just to be sure I tested another Wayland compositor (GNOME 50 / Mutter) but it
didn't have the same problem.
