DESCRIPTION
The toggle in the bluetooth page is possible to be toggled even if I disable
the systemd service

STEPS TO REPRODUCE
1. Disable the systemd service with systemctl disable --now bluetooth
2. Open kcm_bluetooth
3. Toggle the "Enabled" tpggöe

OBSERVED RESULT
The toggle moves but nothing happens

EXPECTED RESULT
The toggle should be greyed out.
