GeoClue is a generic location finder library, and GeoIP is one of the backends
it can delegate the actual geo-location work to. So when GeoClue is disabled,
GeoIP won't be used either.

What we could do here is disable the "Automatically detect location" feature
and only allow using a manual location or custom times, which do not require
geo-location. Re-opening.
