If we made them live on the same layer, then moving widgets around could also re-arrange your icons, and down that road lies madness. If we made widgets act as "dead zones" in the icon grid, then what happens if you remove a widget? Icons re-arrange themselves? Holes remain? There are a lot of edge cases that would need to be carefully considered here.
