I implemented the same solution. Adding KWIN_DRM_DEVICES=/dev/dri/card1:/dev/dri/card0 to /etc/environment. Given that the bug is not consistent I can't say that solved it but I can say it still exists. Given that this bug is marked as fixed in 6.6.0 and confirmed in 6.6.2 I thought I'd post here saying that it still occurs.
