Both X11 and Wayland share the same window stacking code. kwin_x11 didn't allow
breaking the parent-child stacking order, similar to kwin_wayland.

Transient windows are short-lived, regardless of modality, the user is expected
to do what they need to do and then close the dialog. The current stacking of
dialog windows is fully intentional and we don't plan changing that.
