Which is a bit debatable, but I guess why not? Does this only happen when you press the "1" key for a "longer" time (more than just a normal key press)? If so, I guess it's just the popup working as expected; you can change the timeout for it or disable it entirely in the On-Screen Keyboard page in system settings.
