To set one, in "system settings/notifications/configure for system/login sound" should have some audio path specified and play sound toggled on. Upon booting the machine and logging in (manual password entry, not even an auto-login) no sound plays, despite it playing before. It used to work just fine. Logout sound still works as before. Maybe now it's just always muted?
