DESCRIPTION
I believe it is part of the intended behavior of the "Act on new/unread mail in
this folder" setting that an unread message count is not shown for that folder
in the folder list. Currently folders like my 'Junk' folders which have this
setting unchecked still receive an unread message count for emails I would
rather be able to ignore, this unread count is also included in the
subfolder-parent unread count and in unified mailboxes.

STEPS TO REPRODUCE
1. Open folder properties for a folder (such as junk)
2. Uncheck "Act on new/unread mail in this folder" 
3. Receive email in that folder (which will be unread)

OBSERVED RESULT
Number is shown for the unread emails in that folder on the folder list. As
well as in the parent folder's (0+0) style count.

EXPECTED RESULT
Unread count for folder should not show and parent folder should exclude that
folder from it's combined count.

ADDITIONAL INFORMATION
The handbook/"what's this" tool are a little unclear on if this *is* intended
behavior or not (unclear if a count in the folder list counts as notifying) but
I feel like it used to be hidden by the setting (and I would like it to be).
