As I posted above, I can set the CBR to 384kbps and got 412kbps (according to MediaInfo). I rendered a 30-seconds section of a video with 26.04.1 Flatpak on Pop!_OS. I don't really understand why I got a higher bit rate but it shows that it is possible. My research indicates, however, that AAC doesn't really produce a CBR audio stream.
